Madder never holds your payment method; spend goes from TikTok to your card or balance. The agent keeps every draft paused until you approve, flags a rejected ad in Needs your call with TikTok's reason, and proposes no budget increase on an ad group whose ads are not approved.
Before you start#
- Admin or Finance manager rights in the owning Business Center.
- A card or bank transfer in the account's currency.
1. Choose manual or automatic payment#
Go to Tools → Settings → Billing in Ads Manager, or the Business Center's Payment page for accounts it owns.
- Manual payment — you pre-pay: click Add balance; ads spend it down and stop at zero. A hard cap for a first month.
- Automatic payment — TikTok bills "when you reach your account's billing threshold or bill date, whichever comes first".
- Monthly invoicing — a credit line TikTok grants established advertisers.
The switch is one-way: "you are unable to change your billing back to manual payment after you set it to automatic payment".
2. Know how ad review works#
Every new or edited ad is reviewed before delivery; TikTok says "typically most ads are reviewed within 24 hours, although in some cases it may take longer". The status sits on the ad row in the Campaign tab of Ads Manager (In review, Not approved, then delivery statuses), with the reason in a notification. Reasons TikTok names: misleading or sensational claims, restricted industries, copyright and trademark problems, a landing page that does not load, is in another language or lacks a privacy policy, and lead forms asking for sensitive data.
3. Get a rejected ad re-reviewed#
Edit the creative, text or landing page and save — an edit "automatically triggers" a fresh 24-hour review. Or, if the ad is compliant as is, file an Advertiser Support ticket (as of September 2026 under Help → Contact us in Ads Manager) requesting a re-review and say why. Fix first; a ticket on an ad that still breaks policy wastes a day.
4. Check industry entry rules before you brief#
Some industries (finance, healthcare, alcohol, gambling, dating and others) need certification or are limited by country; TikTok's Advertising Policies – Industry Entry page lists 22 categories. If yours is on it, gather the documents before the first campaign.
5. Set Business Center permissions#
Business Center roles: Admin has "full access to all features", Standard works only on assigned accounts; Finance manager manages balance and billing, Financial analyst only views and downloads. Ad account permissions: Admin (everything, including finance and settings), Operator (view, reports, create and edit ads, audiences), Analyst (view and reports). Give an agency Operator; keep Admin and Finance manager for owners. Assign under Users → Members → View → Add accounts and assets.
If it doesn't work#
- Ads stopped, "Not delivering" — a manual balance at zero or a failed automatic charge; Billing shows which.
- Still "In review" after two days — new accounts and restricted industries take longer; file a ticket.
- Rejected again after edits — the landing page, not the video; check it loads on a phone and shows a privacy policy.
- Someone cannot see the account — a Standard member with no assignment; add the account under their user.
- Cannot go back to manual payment — not allowed; ask Madder to lower the daily budget instead — it proposes the change and nothing moves until you approve it.
